Vice Unit

Drug Enforcement Division — Official Handbook
🔒 Law Enforcement Sensitive — Official Use Only
01

Introduction

VICE is a division within the Los Santos Police Department responsible for fighting the drug issue in Los Santos. This handbook outlines the division's organisational structure, goals, and standard operating procedures for how each drug trade is to be systematically dismantled.

  • Focusing on areas with high concentrations of crime to identify where drugs are sold.
  • Increasing patrols in known hotspots to deter illegal activity.
  • Conducting targeted operations to dismantle supply chains at their source.
02

Unit Structure & Roles

The Vice Unit operates under a clear chain of command. Each rank carries defined responsibilities.

CoP
Chief of Police
Highest authority within the Vice Unit. Sets overarching policy, strategy, and unit direction. Final decision-maker on all operational and disciplinary matters.
DCoP
Deputy Chief of Police
Supports the Chief of Police in overseeing the division. Shares command responsibilities and acts as Chief in their absence.
CPT
Captain
Oversees day-to-day divisional operations and strategy. Responsible for ensuring operations and enforcement are running smoothly.
LT
Lieutenant
Leads operations on the ground. Coordinates officers during active enforcement, manages operation planning, and reports up to Captain.
SGT
Sergeant
Supervises patrol officers and junior members. Ensures SOPs are followed and acts as a field supervisor during operations.
CPL
Corporal
Experienced officer who has demonstrated competence in the field. Assists in supervision of Officers and may serve as a field trainer.
OFC
Officer
Entry-level rank within the Vice Unit. Officers conduct directed patrols in high-drug-activity zones, monitor for suspicious behaviour, and carry out general enforcement duties.
03

Vehicles & Equipment

Vice Unit officers are authorised to operate the following divisional vehicles during active duty. All vehicles must be used strictly for official law enforcement purposes.

🚗
Bullet
High-speed pursuit vehicle. Authorised for high-speed chases and rapid response. Handle with care — top speed makes it difficult to control in urban environments.
🚓
Cruiser (Police Cruiser)
Standard patrol vehicle. Primary vehicle for general patrols, traffic stops, and area monitoring. Well-balanced and reliable for everyday operations.
🚙
Huntley S
Unmarked SUV. Used for surveillance operations and undercover work. Blends into civilian traffic. Preferred for stake-outs and covert approaches.
🚘
Sultan
Unmarked performance sedan. Versatile vehicle suitable for both pursuit and undercover work. Good handling across varied terrain including industrial areas and back streets.
04

Key Interest Areas

Ocean Docks
  • Primary entry point for imported narcotics.
  • Priority zone for intercepting illegal substance deliveries.

  • Traffic in and around drug-activity areas policed to capture illegal movements.
🎯 Sting Operations
  • Controlled drug busts aimed at capturing distributors in action.
  • Team execution of well-planned takedowns with comprehensive legal documentation.
06
